Sir,
I am directed to inform you that it is
proposed in future not to allow the shipment of any opium to Formosa unless it has your express sanction. It would be convenient if such sanction were addressed to the Superintendent of Imports and Exports, in the following
form:-
"The export of
cases of
(Indian) (Persian
"opium to the port of Keelung per S.S....
"on
ie hereby authorized, I am
"notifying the Formosan Government by telegram of this "shipment.

You will no doubt be able to recover from the local shippers the cost of the telegrams in question,
